Part of a series on universal service, Options
for the Universal Service Fund, was produced in response to a request from
regulatory commissioners to facilitate a nationwide dialog among federal
regulators, state regulators, and the telecommunications industry on
options for support to rural areas for telephone service (universal
service). To meet the needs of the NARUC Communications Committee, this
paper models options for the federal universal service fund on a
comparable basis. These comparisons allow the reader to examine the
different effects on customers and states. The model covers: (1) the FCC's
Plan, and (2) service charges to the customer's bill based upon phone
numbers in service or a percentage of total retail revenues.
