The first in a series of papers on wireless
services and technologies, PCS Primer, provides an accessible, basic
reference manual for personal communications services. This paper answers
the questions most frequently asked of the FCC's Wireless Bureau. Answers
include the origin of PCS services, their location on the radio spectrum,
standards, cell site location the auctions for PCS licenses and other
license issues. These answers lay the groundwork for policy decisions and
