Part of a series on universal service,
Deaveraging Urban/Rural Rates, provides the impact for 1991 if rural
customers paid the full cost of their telephone service. Results shows
impact of deaveraging rates (prices) for urban and rural telephone
services, for nationwide totals and for average customer bills. Results
also include the impact on residential customer budgets (rural and urban).
In addition, a model shows two alternatives to 1993 rural support
mechanisms: one changes the who receives assistance and the other changes
who pays for the support.
